The floods that wreaked havoc in KwaZulu-Natal were officially declared a provincial disaster after an announcement by the Department of Co-operative Governance and Traditional Affairs (Gogta) on 13 April.

Head of the National Disaster Centre, Mmaphaka Tau, said that after assessing the magnitude of the flooding, all state organs must strengthen their support to the province and implement contingency plans. This places the province in executive charge of managing the disaster, requiring state organs to get involved and coordinate disaster response.
KwaZulu-Nata Premier Sihle Zikalala said declaring a state of disaster was the first step. ‘The second step, we are collecting all information to ensure interventions in all areas, that includes ensuring that all people have accommodation. Those who have had their houses destroyed. It also includes ensuring that people have food and clothes to wear as well as shelter.’
